Ex-Con Charged with Kidnapping, Sexually Assaulting Woman Waiting for Ride

An ex-con accused of abducting a Temecula woman who believed he was a driver for a ride-hailing service, then sexually assaulting her before she was able to escape, was charged Thursday with kidnapping to commit rape and other offenses.

Luis Fernando Alba, 24, of Moreno Valley was arrested Monday following a Riverside County sheriff’s investigation into the alleged assault.

Along with the kidnapping count, Alba is charged with two counts each of forced oral copulation and sexual penetration resulting in great bodily injury, as well as one count of witness intimidation and carjacking.

He is being held without bail at the Robert Presley Jail in Riverside and was slated to make his initial court appearance Thursday afternoon at the Southwest Justice Center in Murrieta.

According to sheriff’s Sgt. Edmond Seltzer, between 7 p.m. and 8 p.m. Sunday, the victim, whose identity was not released, was standing outside a gas station in Pala, waiting to be retrieved by an Uber or Lyft driver, when Alba allegedly pulled alongside her and informed her that he was her ride.

Soon after getting into the car, “it became apparent to the victim that the driver was not a ride-sharing service person, and she asked to be let out of the vehicle,” Seltzer said.

Alba allegedly refused to stop the car and headed into Temecula, where he took the woman to a secluded spot in the area of Redhawk and Temecula parkways, according to the sergeant.

Over an unspecified period, the convicted felon sexually assaulted the woman, Seltzer alleged.

He said she was ultimately able to flee the car and reach a safe location on Temecula Parkway, where she called 911.

Detectives obtained information indicating that Alba was the alleged assailant, and an arrest warrant was issued, culminating in the defendant being taken into custody without a struggle about 7 p.m. Monday on Mulberry Drive in Moreno Valley.

According to court records, Alba has prior convictions for grand theft, identity theft and receiving a stolen vehicle. He has served time in state prison within the past five years.
