Facing protests from jail-reform activists and a desire to reshape the county’s criminal justice system, the L.A. County Board of Supervisors scrapped a $1.7 billion contract to build a mental health treatment center near the antiquated Men’s Central Jail. But the reversal — and the lack of a specific plan to replace it — has many stakeholders asking: What now?
